Why does Texas have a 13 Billion deficit? They are high tax and confiscate/tax 5% of all oil poduced?

Yeah, things are just awful in Texas with all those corporations leaving California to move to Texas. The legislature will make the necessary adjustments to balance the budget as they always do.
